The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures with AB SCIEX, LLC, 353 Hatch Drive, Foster City, CA 94404 for the acquisition of a 1- year Maintenance Service agreement for a AB SCIEX MDS Sciex API Model 4000 MS/MS High performance Liquid Chromatograph/Tendem Mass Spectrometer (LC/MS/MS/ System.. AB SCIEX, LLC is the manufacturer and sole distributor of equipment. The agreement shall include: (1) Guaranteed Priority Response, Service at site within 2 business days; (2) Factory-trained and Certified engineers; (3) Service engineers receive continuous factory training and certification; (4) All labor and Travel Fees included; (5) All labor and travel fees are included for repair and planned maintenance; (6) Two Scheduled Planned Maintenance Visits; (7) Covered Replacement Parts, All parts are certified and guaranteed to optimize instruments performance and reliability, All parts are manufactured by AB SCIEX, LLC or AB SCIEX, LLC direct vendors; (8) Priority Technical Assistance Center support; (9) Immediate telephone and email access to senior factory-trained engineer instrument technical support; (10) Priority application technical phone support; (11) Immediate telephone access to application technical support; (12) Smart Monitoring; (13) Remote access capability for collaborative troubleshooting, diagnostics and problem solving with real-time error reporting notifications; (14) System performance monitored 24 hours a day, 365 days a year resulting in maximum uptime. Only AB SCIEX, LLC service engineers have full and exclusive access to instrument diagnostics software and have full and exclusive access to AB SCIEX, LLC latest technical development, repair procedures, application updates, and planned maintenance procedures. The EPA has identified AB SCIEX, LLC as the only vendor capable of satisfying this requirement. The circumstance permitting "Other than full and open competition" is FAR 6.302 1 only one source and no other supplies or services will satisfy agency requirements. The intent of this notice is to determine if any other source(s) exist; and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
