US Army Corps of Engineers (USACE), Portland District intends to award a sole-source, Firm-Fixed Price contract
with IHC America Inc. 10375 Richmond Avenue, Suite 1550
Houston, TX 77042. The purpose of this acquisition is to replace the draught transmitters, extension pipe, and associated cables on the dredge vessel Essayons.

The current condition of the draught transmitters is suspect for degradation through wear and tear and in
need of replacement. The statutory authority for this non-competitive acquisition is prescribed by FAR 13.106-
1(b)(1) for purchases not exceeding the simplified acquisition threshold.

A SOLICITATION WILL NOT BE POSTED.

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS.

A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
