SRS-0700(076), DISTRICT OF KŌLOA, ISLAND OF KAUA‘I. Bidders are strongly encouraged to register via HCE to allow for needed proof of compliance prior to the issuance of an award (HRS 103D-328, HRS 103D-310, HAR 3-122-112). The project includes construction of new sidewalk, new curb, new curb and gutter, new curb ramps, reconstructing select curb ramps to comply with ADA requirements, pavement widening, installing storm drain structure and pipe, replacement of drain inlet grates, removing and installing chain link fence, pavement striping and marking, relocation and removal of existing signage, and new signage including two sets of rectangular rapid flashing beacons (RRFBs). The Director of Finance reserves the right to cancel this Invitation for Bid or to reject any or all bids in whole or in part if deemed to be in the best interest of the County. All prospective bidders or their representatives (employees) are encouraged to attend, but attendance is not mandatory. To the extent possible, ALL requests for information (RFI) shall be received in writing via Public Purchase no less than 14 calendar days before bid opening. Questions received after the deadline will not be addressed. Verbal requests for information will not receive a response. Anything said at the conference is for clarification purposes and any changes to the bid documents will be made by addendum. To be eligible to bid, bidders must possess a valid State of Hawaii General Engineering Contractor’s “A” license prior to award of the contract. Any protest of this solicitation shall be submitted in writing to the Director of Finance of the County of Kaua‘i, in accordance with §103D-701, HRS and §3-126, HAR. The U.S. Department of Transportation Regulation entitled “Nondiscrimination in Federally-Assisted Programs of the U.S. Department of Transportation,” Title 49, Code of Federal Regulations (CFR), Part 21 is applicable to this project.
