Texas Transportation Institute is seeking bids for data collection equipment for automated counting of bicyclists and pedestrians at permanent monitoring stations. TTI is requesting unit costs for equipment and recurring annual costs for data communication/access only. Bid responses shall not include any installation services. BACKGROUND: TTI is assisting TxDOT in developing and operating a Bicycle and Pedestrian Count Program (https://www.txdot.gov/inside-txdot/modes-of-travel/bicycle/bicycle-pedestrian-count.html) to answer basic questions about how many people are biking and walking in the state of Texas. The program includes a statewide network of permanent continuous counters and portable, short-term bicycle and pedestrian counts, an online interface (Bicycle and Pedestrian Count Exchange, or BPCX (https://mobility.tamu.edu/bikepeddata/)) for analyzing and sharing data, and data management tools for local agency partners. TTI is providing technical support to TxDOT in developing and maintaining their Bicycle and Pedestrian Count Program, and both TTI and TxDOT are working in partnership with local and regional government agencies on data collection, standardization, and sharing DATA COLLECTION EQUIPMENT REQUIREMENTS: TTI is requesting cost proposals for multiple quantities of these four basic Counter Types of permanently installed data collection equipment. Estimated quantities are listed w/ each type of equipment. The quantities are estimates only, TTI may elect to purchase more, less, or none of the quantity specified. Vendor shall hold pricing firm for 90 days. General requirements for all counter types: The following functional requirements shall be met by all four Counter Types: 1. Data storage time intervals: All counter systems shall be capable of offering count data storage in 15-minute time intervals. 2. Data by travel direction: All counter systems shall be capable of counting specified types of users by travel direction. 3. Wireless transmission of data: All counter systems shall be capable of wirelessly transmitting count data via a cellular modem from the customer’s monitoring site to the company’s cloudbased data system on the Internet at least one time per day. 4. Customer data access: All company cloud-based data systems shall provide an application programming interface (API) that enables customers to automatically transfer data (via secure Internet protocols) from the company’s cloud-based data system to the customer’s cloud-based data system. 5. Warranty: All counter systems shall come with at least a one-year warranty that covers defective parts or system components. 6. Technical support: Telephone-based technical support for all counter systems shall be provided during the hours of 9 am to 4 pm Central Standard Time. 7. Installation instructions: Detailed installation instructions shall be provided in either paper or online formats for all counter systems. 8. Delivery within 60 days: All counter systems shall be delivered within 60 days of purchase order. ** Bid Submission ** Vendor may submit pricing for multiple manufacturers/models under each type. Use additional "Item Groups" to submit pricing for up to four (4) different manufacturers/model numbers -Under each item, in the item note section vendor should provide manufacturer and model number for the item being bid. -It is not necessary to submit a bid for all items, or to submit pricing for multiple models in any type. **** The following criteria, as well as any other "Best Value" criteria listed in this bid document will be used to evaluate proposals. 1. Demonstrated ability to meet specified requirements for each counter system proposed. 2. Demonstrated ease of counter system integration into Texas’ BPCX data system. 3. Demonstrated satisfactory customer satisfaction. 4. Unit cost and annual recurring costs for data communications and hosting.
