This combined synopsis & solicitation notice is a request for competitive quotes. Therefore, the Defense Microelectronics Activity (DMEA) will consider all quotes from responsible sources prior to the RFQ close date.

                     Provide access to industry standards and research via
                     a single portal to industries most cited, and peer reviewed
                     research, and articles concerning technology, in accordance
                     with SOW 18-8J7 dated 22 Jun 18.

The purpose of this task is to purchase digital access to one (1) central point of entry to over 350 unique IEEE journals and conference downloads.

Salient Characteristics: Centralized access to over 350 IEEE journals downloads; access to DMEA saved research contained within the IEEE cloud.

The contractor shall provide the same commercial warranties offered to the public for the services being provided.

The Government will award a Firm Fixed Price contract resulting from this solicitation to the offeror whose proposal conforming to the solicitation with the lowest evaluated price technically acceptable, representing the best value to the Government.

FAR Clause 52.212-2 Evaluation -- Commercial Items (Oct 2014)

(a) Offerors will be evaluated to the extent they can provide the items (or equal) listed in the price schedule. The Government will award to the responsive, responsible offeror who meets or exceeds the Brand Name Salient Characteristics in accordance with FAR 52.211-6.

Offerors are required to complete representations and certifications found in the provision at FAR 52.212-3 if they have not been completed in System for Award Management (SAM).

The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.
