The proposed purchase order is being solicited on a sole-source basis to IEEE. The proposed action is for the procurement of online access to IEEE Enterprise Level 3 journal and conference downloads through IEEE Xplore for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: There are nearly 3 million documents in the IEEE Xplore Digital Library with more than 7 million downloads each month and 1,300 standards and projects under development. The IEEE archive provides NSWCCD scientists and engineers with access to individual journals and proceedings which are no longer in print. IEEE is the sole publisher of these specific journals. The NSWCCD intends to award a firm fixed-price purchase order to IEEE using Simplified Acquisition Procedures.
Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 21 JULY 2016. This notice of intent is NOT a request for competitive proposals. However, all responses received by 07/21/2016 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
