The US Environmental Protection Agency (EPA), Region 2 intends to issue a purchase order, on a Sole Source basis, to Johnson Controls Security Solutions for Intrusion Detection System (IDS) hardware, installation, and UL Certification, Monitoring, Encryption, 4 Hour Priority Response, Training, Open and Close Log, Maintenance, and Inspections, under the authority of FAR 6.302-1. This procurement will be in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Quotes are not being requested and a written solicitation will not be issued. The DMPXR-550 IDS System will replace one existing Genesis Alarm IDS System which has reached its viable age for optimal performance. Compliance with UL Standard 2050 for National Industrial Security Systems is a mandator requirement for the EPA National Security Information Program. Under the provisions of UL Standard 2050, an annual maintenance/service contract for the certified Intrusion Detection System and/or alarm receiving equipment is required. Under the provisions of UL Standard 2050, a minimum of one (1) annual operational inspection and end-user training will be provided issuing certification. Under the provisions of UL Standard 2050, annual monitoring service includes monitoring and logging of IDS signals. Currently the DMPXR-550 is the only EPA approved IDS system. This notice is not a request for competitive quotations. However, any firm believing it capable of meeting EPA¿s requirements may submit technical documentations to establish the potential of complying with the requirements. Documentation must be submitted to the point of contact within 10 calendar days of the posting of this notice. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. A determination not to compete this requirement based upon responses to this notice is within the discretion of the EPA.
