The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Telephonics Corporation, Farmingdale, NY for a depot assessment that will review the current capabilities of Tobyhanna Army Depot (TYAD) in Tobyhanna, PA, compared to those of the Original Equipment Manufacturer (OEM), Telephonics Corporation, in determining the delta requirement for the United States Army personnel performing the Depot Level repairs of the Identification Friend or Foe Interrogator (IFFI) and supporting components installed in P-8A Aircraft. This effort also includes the Depot Capability Establishment which is being synopsized under PSC code 4920 and NAICS code 334515 under Solicitation number N68335-15-G-0023A. Under the authority of 10 USC 2304 (c) (1), FAR 6.302-1, the Government intends to issue a sole source contract to Telephonics Corporation because this firm is considered the only responsible source capable to perform this effort. The Government does not own technical data, drawings, or other specifications to permit full and open competition. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
