The Virginia Contracting Activity intends to issue a sole source award to Identicard Systems.  The contract will be made on a sole source basis in accordance with FAR Part 6.302-1(a)(2) and FAR Part 13.501(a) - Sole Source Acquisitions.

This notice is issued for informational purposes only and is NOT a request for competitive quotes.

The Contractor shall provide services to support the Intelligence Community's efforts to provide a State-of-the-Art Stand Alone Credential Fabrication System that incorporates Navigator; a folder-based searches and complex filtering of credential information based on any field in the database.  It will allow for import of photo, signature and images files featuring chroma-key photo capabilities and provides a tool for customizing card designs in addition to designing templates that are ready for use.  The badging hardware and software will also provide duplex printing, bar codes mag-stripe and smart-card encoding as well as providing digitized signatures.  Company will also provide licenses and labor associated with this procurement.  This system coincides with system already in place.

Identicard Systems is the only known source capable of fulfilling the requirements.
