This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement 206.302-1(d).  The Naval Air Systems Command Patuxent River (NAVAIRSYSCOM) intends to award a contract for the procurement of Program Management, Integrated Logistics Support (ILS), Training, Technical Documentation, and Facility Planning in association with the Standup of the AN/ALQ-214(V) 4/5 and AN/ALQ-214A(V)4/5 IDECM Organic Depot at the selected Fleet Readiness Center (FRC). Additionally, the contract will include scope to procure, build, and deliver the required Automated Test Equipment (ATE) listed in Table 1 for use on AN/ALQ-214 (V) 4/5 and AN/ALQ-214A(V)4/5 Integrated Defensive Electronic Countermeasures (IDECM) repairs. L3Harris is the sole designer, developer, and manufacturer of the AN/ALQ-214(V) 4/5 and AN/ALQ-214A(V)4/5 system and is the only firm that can provide these supplies and services within the required timeframe.

THIS IS NOT AN INVITATION FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c)(1), as implemented in FAR 6.302-1, only one responsible source and no other type of supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. No solicitation will be available for this procurement.
