The Naval Air Systems Command (NAVAIR) intends to award a Cost-Plus-Fixed Fee (CPFF) delivery order under NAVAIR BOA N00019-11-G-0005 to Exelis Inc. for field support of Government development activities related to AN/ALQ-214(V)4/5 ECP and SWIP. The Contractor shall provide field support/technical services at Government facilities and Contractor facilities.
The field/tech services shall include, but not limited to: investigation and analysis of reported field problems (hardware and software), initial test aircraft installation and checkout; on-site setup debugging, data reduction and reporting, flight and maintenance crew training, pre-flight briefing, post flight debriefing, and software releases/builds.
The Contractor shall also provide technical support for the integration and compatibility of the AN/ALQ-214 with other avionics.
This action is being awarded on a sole-source basis to Exelis Inc., Clifton, New Jersey.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
This acquisition is being pursued on a sole-source basis under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government.
GENERAL INFORMATION: Exelis Inc. is the sole designer, developer, and manufacturer of the AN/ALQ-214(V)4/5 , and is the only qualified source which possesses the requisite knowledge, experience, and technical data required to perform this requirement in a timely and cost effective manner.
