The Naval Air Systems Command intends to award a Firm- Fixed Price (FFP) contract to ITT Avionics, Clifton New Jersey on a sole source basis for the Full Rate Production (FRP) Lot 8 of the Integrated Defensive Electronic Counter Measures (IDECM) ALQ-214 Radio Frequency Countermeasures (RFCM) systems. The FRP-8 requirement approximately includes: Item Quantity ALQ-214(V) 3 Systems 6 ALQ-214(V) 3 WRA-1, Receiver 4 ALQ-214(V) 3 WRA-2, Radio Transmitter Modulator 4 ALQ-214(V) 3 WRA-3, Signal Processor 13 ALQ-214(V) 3 WRA-4, Low Band Transmitter 10 ALQ-214(V) 3 WRA-5, High Band Transmitter 15 ALQ-214 Racks 10 This effort is being awarded on a sole source basis to ITT Avionics in accordance with FAR 6.302-1 because ITT Avionics is the sole designer, developer and manufacture of the ALQ-214 and is the only firm that can provide these services within the required time frame. This procurement is not a purchase of a government item; as a result, the government does not intend to use the provisions of FAR Part 12 for this acquisition.
