This is a combined synopsis/solicitation for a commercial item supply prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation.  This solicitation is issued as a Request for Quotation (RFQ) under the Simplified Acquisition Procedures (SAP) FAR Subpart 13.5 and the documents incorporate provisions and clauses in effect through Federal Acquisition Circular 2019-03.

This acquisition is set aside for Service Disabled Veteran Owned Small Business (SDVOB).  The NAICS code is 325320 Pesticide and Other Agricultural Chemical Manufacturing, and the Small Business Size Standard is 1,000 employees.

This solicitation is for a firm fixed price contract.

DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

Scope of Work:  The USDA Forest Service, Idaho Panhandle National Forests, Coeur d'Alene Forest Nursery requires purchase and delivery of soil fumigant for nursey bareroot soil sterilization work in the fall of 2019.

Line Item Description:  Supply and deliver 3500 lbs. (70 bags at 50 lbs. each) of Soil Fumigant - Basamid (Brand Name) Granular or equal.  Provide a Unit Price Per Pound (lb) Delivered FOB Destination.

NOTE:  The Contractor may choose payment by credit card to the extent the Contractor agrees to accept that method of payment.  Any credit card fees shall be included in the quoted price.

Specifications:  Active ingredients Tetrahydro-3, 5-Dimethy Thiadiazine 2-Thione - 99%; inert ingredients - 1%.

Delivery Location:  Coeur d'Alene Forest Nursery, 3600 W. Nursery Rd., Coeur d'Alene, ID 83815.

Delivery Schedule:  The Government requires delivery no later than September 9, 2019.  Delivery shall be made to the Coeur d'Alene Forest Nursery on regular working days, Monday through Friday, between 8:00 a.m. and 4:30 p.m.  The Contractor shall notify the Point of Contact Nathan Robertson 48 hours in advance of delivery at 208-215-5168.

Packing and Packaging - Commercial:  Material shall be packed for shipment in such a manner to ensure acceptance by common carrier and safe delivery at destination.  Containers and closures shall comply with the Interstate Commerce Commission and Regulations, Uniform Freight Classification Rules, or Regulations of other carriers as applicable to the mode of transportation.

INSTRUCTIONS, CONDITIONS, AND NOTICES TO QUOTERS

System for Award Management (SAM):  In order to be eligible for a contract award under this solicitation, quoters must have an active registration in the System for Award Management via www.sam.gov.

Evaluation of Quotations:  One award will be made.  Award will be made to the Quoter whose quote, as determined by the Contracting Officer, provides the best value to the Government, considering but not limited to, such factors as Technical Capability to meet requirements stated herein, Ability to Meet Delivery Schedule, and Price.

Submission of Quotes:  Quotes, Descriptive Literature establishing verification of technical capability to meet specifications, and Delivery Schedule are due to Contracting Officer Marion Daniel NO LATER THAN 4:00 p.m. Pacific Time on August 12, 2019.  Send quotes by email to [email protected].
