Under the authority of Federal Acquisition Regulation 6.302-1, Only One Responsible Source, the U.S. Census Bureau intends to negotiate a sole source simplified acquisition with Whirlwind Technologies, LLC, located in Mitchellville, Maryland, for the provision of non-personal services relating to the Census Bureau's iCADE system for creation of SDLC architectural and system documentation, support on international and domestic projects, and to fully document the current state and to document a hardware infrastructure configuration for the future state that is to be developed and implemented as a consultant in the processing of surveys including the 2012 Economic Census. All project personnel are required to have at least two years "hands on" experience in setting up and developing iCADE network infrastructures on both the domestic iCADE environment in NPC and the International iCADE infrastructures established in Kenya and Bangladesh. The referenced company has identified adequate, committed personnel with the required skills and necessary experience. The work will take place at the U.S. Census Bureau Headquarters (HQ) in Suitland, Maryland and the U.S. Census Bureau National Processing Center (NPC) in Jeffersonville, Indiana. Whirlwind Technologies, LLC is the only known source with the required specialized expertise to meet the requirements. This is not a solicitation announcement or an invitation for bids. In accordance with the Federal Acquisition Regulation 5.207, all responsible sources may submit a capabilities statement. Information received regarding this announcement will be considered solely for the purpose of determining the feasibility of a competitive procurement. Otherwise, the Census Bureau believes it is in its best interest to award to Whirlwind Technologies, LLC, for iCADE system support and documentation.
