Under the authority of Federal Acquisition Regulation 6.302-1, Only One Responsible Source, the U.S. Census Bureau intends to negotiate a modification to contract number YB1323-12-SE-0404 with the only known source, Whirlwind Technologies, LLC, located in Mitchellville, Maryland. The services are being changed to include the expansion of work for the iCADE/CIRA/MOJO systems. The expansion of work encompasses documentation for the iCADE/CIRA/MOJO infrastructure for the to be state to include the Decennial Census for ARB, Solution Architecture, High Level Design, and Detail Level Design as well as the Multi Mode Data Collection system handoff, infrastructure updates for inclusion in the security plans and updates to associated COOP plans, and the documentation for the color dropout, deskew and OCR modules as it relates to infrastructure for our international and domestic customers. All project personnel are required to have at least two years on hand experience in setting up and developing iCADE network infrastructures on both the domestic iCADE environment in NPC and the International iCADE infrastructures established in Kenya and Bangladesh. The referenced company has identified adequate, committed personnel with the required skills and necessary experience. The work will take place at the U.S. Census Bureau Headquarters (HQ) in Suitland, Maryland and the U.S. Census Bureau National Processing Center (NPC) in Jeffersonville, Indiana. Whirlwind Technologies, LLC is the only known source with the required specialized expertise to meet the requirements. This is not a solicitation announcement or an invitation for bids. Information received regarding this announcement will be considered solely for the purpose of determining the feasibility of a competitive procurement. Otherwise, the Census Bureau believes it is in its best interest to award to Whirlwind Technologies, LLC, for iCADE system support and documentation.
