This notice is a combined synopsis/solicitation and Notice of Intent. The Government intends to solicit and negotiate on a sole source basis with International Business Machines Corporation (IBM) for a software license renewal for the IBM Unidata software maintenance under the authority of FAR 6.302-1. This will be in accordance with the format in FAR 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. Submit offers on HTC711-09-Q-0164. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24, dated 28 February 2008. This acquisition will be processed under Simplified Acquisition Procedures (SAP). The North American Industry Classification System (NAICS) code for this procurement is 511210 and the small business size is $25M.
IBM Corporation is the only known supplier of IBM Unidata software maintenance as required by the Surface Cargo Systems Branch of HQ Surface Deployment and Distribution Command (SDDC), Global Freight Systems (GFM). The IBM Unidata software is a proprietary product of IBM Corporation. There are no similar products available through other companies. This acquisition is for technical support for the IBM Unidata. IBM Unidata has been a critical COTS component of GFM since its start in the late 80s. At the core of GFM are the UniData database engine and about 400,000 lines of UniBasic Software Lines of Code (SLOC). While GFM can operate in an extremely limited fashion without the presence of UniData and UniBasic, it would not be able to operate its core functionality. Based on the market research, no company other than IBM Corporation can provide the necessary software products for the requirement. SDDC provided Justification and Approval (J&A) stating that GFM can not function without IBM Unidata, and that not using Unidata would incur massive costs, risks, and prolonged mission failure. A sole source purchase is recommended in order to fulfill this mission requirement. This action will not be open for competition as Unidata is a proprietary product of IBM Corporation. FOB Point shall be Destination, Scott AFB, IL. Delivery location is HQ SDDC, 709 Ward Drive, BLDG. 1990, Room 1E171-72, Scott AFB, IL 62225.
