It is the City's intent, through this RFP and subsequent aqreement award, to hire a qualified and highly experienced CM firm to administer the construction contract. Services will require professional engineering and inspection (civil, structural, survey, electrical, hydraulic, traffic, geotechnical, hazardous waste/materials, landscape and irrigation), quality assurance (materials sampling and testing, source inspection), environmental compliance, labor/health/safety compliance, project management and administration (correspondence, scheduling, progress meetings, reporting, logging, project filing, community outreach, inter-agency coordination, etc.). The CM agreement will be comprehensive of all services necessary to administer the construction contract. The CM team will be led by a qualified Resident Engineer (RE) who will perform all duties as described in the latest version of the Caltrans Construction Manual Supplement For Local Agency Resident Engineers, and the Caltrans Construction Manual. Some of the RE’s roles and duties include: • Primary contact with the contractor (coordinate, review, direct, inspect, and accept all work). • Primary contact with other agencies. • Primary contact to the Caltrans Oversight Engineer (prepare requests for Department-furnished materials, process RFIs/submittals/CCOs/reports, general compliance). • Primary contact with the Design Engineer (submittals, RFIs, changes, design intent). • Reports to the City Project Manager (schedule, progress, changes). The CM team will also include a qualified Structure Representative who will perform all duties as described in the latest version of the Caltrans Local Agency Structure Representative Guidelines, and the references listed therein such as the Caltrans Construction Manual, Bridge Construction Records And Procedures Manual, Local Assistance Procedures Manual, and Office of Special Funded Projects Information and Procedure Guide. The CM team will include specialized personnel to perform the duties of an office engineer, administrative assistant, materials tester, surveyor, environmental scientist, and any others as necessary to administer the construction contract for the Project. In addition to the construction management services to be provided during construction, the Proponent shall include Pre-construction Services (Review of contract plans, specifications, RE file, and agreements; Meet and establish communication protocols with Oversight Engineer, Design Engineer, and City Project Manager; Execute all preconstruction meetings) and Post-construction Services (Preparation of as-builts; Punchlist and final documentation; Turnover of project files).
