Add requirement for tire install to be onsite at Camp Atterbury, UTES/CSMS #2, BLDG# 738, EDINBURGH, IN 46124. Change due date to 19APR21.

Add clause 252.239-7098 Prohibition on Contracting to Maintain or Establish a Computer Network Unless Such Network is Designed to Block Access to Certain Websites—Representation.

Delivery and install timeframe may be considered when making a best value award decision.

The United States Property and Fiscal Office (USFPO) for Indiana is requesting quotes regarding parts for a Hyster reach stacker forklift. The parts must fit Model: HRS 45-27 SN: B227J01511A and meet original manufacturer specifications. The USPFO is requesting a quote for parts as a standalone purchase as listed in the excel spreadsheet, and for two tires plus INSTALL ON TIRES ONLY. The tire installed must be done ON-SITE at Camp Atterbury, UTES/CSMS #2, BLDG# 738, EDINBURGH, IN 46124.

Additional Requirements

• Product quoted must comply with the Trade Agreements Act, ie items manufactured in China and other non TAA countries will not be considered.
• VENDOR MUST IDENTIFY THE COUNTRY OF ORIGIN/PLACE OF MANUFACTURING or bid may be considered non-responsive
• Bidder must be registered in www.sam.gov at the time of close of bidding.
• Must fill out attached 889 Representation Form. (See attachements)

Evaluation Criteria – Non price factors are more important than price. THIS IS A BEST VALUE PROCURMENT. THE GOVERNMENT IS NOT REQUIRED TO AWARD TO THE LOWEST BIDDER BUT INSTEAD WILL SELECT THE BEST VALUE UNDER THE FOLLOWING CRITERIA.

• Performance specifications must meet the original equipment manufacturer.
• DELIVERY AND INSTALL TIMEFRAME. THE GOVERNMENT EXPECTS A MINIMUM DELIVERY AND INSTALL 30 DAYS AFTER RECEIPT OF ORDER. THE GOVERNMENT MAY MAY AN  AWARD TO THE BEST VALUE OFFER AND THAT MAY RESULT IN AN OFFER TO A REASONABLE PRICE QUOTE THAT PROVIDES DELIVERY AND INSTALL FASTER THAN 30 DAYS AFTER RECEIPT OF ORDER.
