The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for HyperWorks annual maintenance & software renewals. The NAICS code is 511210 and the business size is $38.5 (Million Dollars).

The proposed purchase order is being solicited on a sole-source basis to Altair Engineering, Inc. The proposed action is for HyperWorks annual maintenance & software renewals for finite element software for our Codes. This includes procurement of one (1) year maintenance of 85 HyperWorks units, one (1) year lease of eighteen (18) seat of pre and post processor promotion and one (1) year lease of one (1) seat of pre/post processor and solver promotion. The Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-l (a) (2) (ii) (B). The basis for restricting competition is for the following reasons: Altair Engineering, Inc. is the sole developer of the HyperWorks software suite. There are no alternative software packages with the same capabilities or the capabilities or extremely limited. The NSWCCD intends to award a firm fixed-price purchase order to Altair Engineering, Inc. using Simplified Acquisition Procedures.

Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 14 June 2017. This notice of intent is NOT a request for competitive proposals. However, all responses received by 14 June 2017, will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
