AFRL/RITA requires a purchase of a Hydra Harp + SI100. The system is comprised of the following components:

o HydraHarp 400M - Mainframe
USB 3.0 interface
Picosecond event timer
Sync module up to 150MHz
TTTR Mode and DLL library for custom programming
• Quantity of 4- Part number: 930015
o HydraHarp 400 - TDC Module
o Two channel TDC module, independent channels
o 1ps time resolution, 65535 time bins
o Variable delay settings for each channel
• Quantity of 8- SI100, inverters
The Government intends to negotiate a sole source contract with:

The Government has determined that no other source can meet this requirement. It is essential to have a system with a counting, time-tagging and correlation system for interfacing with a large array of photon counting detectors. The HydraHarp System (8-channel) counting model must reach the desired resolution (1ps) respectfully, include constant fraction discriminators and contain all the necessary elements to be used in conjunction with current applications and with the existing HydraHarp Systems. PicoQuant Photonics North America, Inc. is the only company that can provide a mainframe that can be used with existing TDC modules and interface with the other
HydraHarp Mainframes already in the Governments possession.
Other manufactures are unable to meet the requirement without severely impacting or jeopardizing the success of ongoing research and result in substantial duplication of cost that could not be expected to be recovered through competition.
This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to [email protected]. Responses must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 16 March 2018.
A Sole Source Justification will be attached to the subsequent Notice of Award.
