This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.  This procurement will be processed pursuant to FAR part 12, Acquisition of Commercial Items and FAR part 13 Simplified Acquisition Procedures.  This announcement constitutes the only solicitation; quotes are being requested and no other written solicitation will be issued. Solicitation 12653820Q0012 is issued as a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-04.

This is a Small Business set-aside.  NAICS for this procurement is 111150 and 111110.  Small business size standard is $1M. 

The. U.S. Meat Animal Research Center in Clay Center, NE is requesting quotations for seed corn hybrids and soybean varieties for the 2020 cropping season.  Information including items to be quoted, instructions to offerors, product specifications, and terms & conditions can be found on Attachments I – IV that are attached to this solicitation.

Provision 5.212-1, Instructions to Offerors-Commercial, applies to this acquisition.  Quote submission instructions can be found on Attachment I – Instructions to Offerors; and terms & conditions can be found on Attachment IV – Terms & Conditions.

Evaluation Criteria:  The government will award to the offeror(s) submitting the lowest priced technically acceptable proposal.  Lowest price will be determined based off the “Total Field Cost” fillable field on the Attachment II – Quote Sheet attached to this solicitation.  In order to be considered technically acceptable, quotes must meet the following requirements:

1.  Experience on similar contracts.  The offeror must demonstrate that it has successfully performed at least three similar contracts within the past three years.

2.  Technical requirements.  The offeror must demonstrate that the product offered complies with the mandatory technical specifications described in Attachment III – Specifications attached to this solicitation.

Offerors Representations and Certifications found under provision 52.212-3 and located on Attachment IV – Terms & Conditions, will be satisfied through vendor SAM.gov registration.  Offerors must be registered in the System for Award Management at SAM.gov at the time of solicitation closing to be considered for this award.

Clauses 52.214-4 and 52.212-5 apply to this acquisition and can be located on Attachment IV – Terms & Conditions with all other applicable FAR clauses.

QUOTE SUBMISSION INSTRUCTIONS: Quotes are due to Daniel Kinney via email at [email protected] and are due by 01/24/2020 by 2pm CST.  Interested vendors must submit quotes using the Attachment II – Quote Sheet with all data requested filled out.  Supporting documentation demonstrating that the product offer meets the required technical specifications stated on Attachment III – Specifications must be submitted with the quote and can be in a format of the vendors choosing.
