The U.S. Department of Agriculture, Agriculture Marketing Services (AMS), Cotton and Tobacco Programs (C&T), intends to award to Mansfield Consulting, 1745 Somersby Lane, Knoxville, TN 37922, a noncompetitive commercial contract for consulting services. This contract will be for a period not to exceed one year. The contractor shall review, analyze and collaborate on various projects, including but not limited to, High Volume Instruments (HVI's) sample conveyance methods, design concept of HVI instrument automation, HVI contract solicitations, cotton facility layout, and HVI operation and testing procedures. See Attachment for list of requested deliverables. The contractor must possess relevant experience and qualifications in HVI's and/or other cotton testing equipment and commercial contracting practices. The Government will provide necessary instructions, policies, procedures and related documents. Some travel to the USDA Cotton and Tobacco Program facility in Memphis, TN will be required. Travel will be in accordance with Federal Travel Regulations. The work will be performed at the contractor's facility. Minimum travel to the government facility in Memphis, TN will be required. Telephone, email, fax or other forms of electronic communication shall be used to the maximum extent possible. Mansfield Consulting is the only known vendor who can meet these qualifications. Companies believing they can meet the stated requirements are encouraged to submit supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. Companies should address each deliverable in their supporting documentation. Include prices if possible. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses must include technical statements and other material in sufficient detail to demonstrate the respondent's ability to meet the requirements stated in this announcement. Further, responses should include the firm's Dun and Bradstreet number (DUNS) and Tax Identification Number (TIN). Finally, firms should identify themselves as either a small business, or other than small business, in accordance with the size standard for North American Industrial Classification System (NAICS) Code 541618 which is $7.0 average annual receipts.
