NOTICE OF INTENT TO AWARD SOLE SOURCE: This Notice of Intent announcement that the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) intends to negotiate on a sole source basis, under authority of 10 U.S.C 2304©(1) as implemented by FAR 13.106-1(b)(1), only one responsible source a firm fixed price non-personal service contract to Provincetown Center For Coastal Studies, Inc. 115 Bradford Street, Provincetown, MA. 02657-1430. The subject requirement is to provide all trained labor, equipment, materials, supervision, and facilities necessary to provide for access and interpretation of long term database of uniquely identified humpback whale sightings for the NEFSC, Protected Species Branch, Woods Hole Massachusetts Laboratory.

The associated North America Industry Classification System (NAICS) Code is 541712. Scope of work: The objectives of this research is first, to produce a manuscript that uses the long term sightings history data base of Gulf of Maine Humpback whales that provides estimates abundance and growth as well as other demographic patterns that should illuminate the current status of this portion of the Western Caribbean DPS. Secondly, produce a manuscript that compares demographic patterns under different regulatory conditions

Period of Performance: Base Year plus one (1) Option Year.

A determination by the Government not to compete this requirement based on responses to this notice is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.

Interested firms may identify their interest by providing a capability statement no later than Tuesday, 29 August 2017 at 12:00 PM Eastern Standard Time. The capability statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required item. Oral communications will not be accepted. If no affirmative written responses are received to determine whether a qualified source is more advantageous to the Government, the award shall be made without further notice to Provincetown Center For Coastal Studies, Inc. 115 Bradford Street, Provincetown, MA. 02657-1430.
