The lab at the NICHD will be performing multiplex immunoassays to measure 29 important cytokines and chemokines in a large number of blood samples. The V-PLEX multiplex immunoassay kit recently developed by MSD for measurement of these target factors provides exceptional sensitivity, simple protocols, reproducible results and guaranteed lot-to-lot consistency. The lab has used the kit multiple times due to its validations for blood samples and obtained excellent data. In order to get consistent results we now need to procure 55 V-PLEX kits to run enough samples for our current project and achieve our research goals. MSD utilizes electrochemiluminescence (ECL) to detect binding events on patterned arrays. ECL detection utilizes proprietary SULFO-TAGTM labels that emit light upon electrochemical stimulation initiated at the electrode surfaces of MULTI-ARRY® microplates through biomolecular interactions between the analyte and labeled reporter at the surface. V-PLEX products are only consumables available with MULTI-ARRAY technology that are capable of running on the MSD platform. No other technologies enable multiplexed measurement using ECL for detection, nor are there any other suppliers (to the labs knowledge) that provide an ECL detection system that does not rely on beads or flow cells. V-PLEX products are manufactured and sold solely by MSD, a division of Meso Scale Diagnostics, LLC. V-PLEX products are compatible only with Imager instruments sold by MSD and vice versa.
The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of the 41 U.S.C. 253(c) (1), FAR 6.302.
