The Uniformed Services University of the Health Sciences (USU) is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. USU has a requirement for Human Cadaveric Materials for the Anatomical Teaching Laboratory, to include a base period of one (1) year with four (4) one (1) year options.

These supplies were previously procured under order HU0001-11-M-D031 from the Maryland State Anatomy Board, in the amount of $146,728.00, which included a base period of one (1) year with four (4) one (1) year options.

This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a request for quotes (RFQ) for commercial items in accordance with the procedures of FAR Part 12 - Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) 05-87 (March 7, 2016) and Defense Federal Acquisition Regulation Supplement (DFARS) (February 26, 2016).

In order to be eligible for award, offerors must be registered in www.SAM.gov, with completed representations and certifications by the close date of the solicitation.

Required Specifications:

Offerors responding to this RFQ, must submit a quote which at minimum provides the requested supplies and incidental services outlined in the statement of work. A single firm fixed-priced (FFP) purchase order will be awarded.

 

 

 

 


STATEMENT OF WORK

1.0 BACKGROUND

The Uniformed Services University of the Health Sciences (USU), F. Hebert School of Medicine, Anatomical Teaching Laboratories (ATL) is the host facility for numerous human anatomical cadaveric material courses held throughout the calendar year. USU is one of three accredited medical universities in the State of Maryland, and the only school of its type for the Department of Defense, and federal government. USU is located on the Naval Support Activity Bethesda, Maryland. USU has a requirement for specific cadaveric anatomical material at the request of faculty and/or sponsored staff personnel for medical research.

2.0 PURPOSE

The ATL is the largest laboratory within USU and stands ready as a University resource to provide adequate space, supplies, and most important, a secure, legal, facility where deceased human remains (cadavers), can be put to use (by hands on application, practice, or dissection) to enhance the education of all whom utilize these anatomical gift donations to our university. A cadaver is best described as a deceased man or woman, whose body arrives in a properly tagged body bag, strong enough to support the weight of the cadaver. The cadaver is delivered to USU under contracted mortuary transport services. A cadaver can either be injected with formaldehyde and other preserving agents, or can be categorized as a "fresh" cadaver, with zero preservatives or chemical additives.

Cadaveric donations enhance participants through careful instruction by anatomists, dissectors, facilitators, and scientists, whom provide demonstration, and techniques to course participants. The courses hosted by the ATL laboratory staff are cyclical courses, in duration from hours, days or weeks, dependent upon course of instruction.

USU, ATL, primary course of study, First Year Medical Student, School of Medicine, Gross Anatomy. Each year, approximately 263 USU medical students take required or elective anatomy courses: 180 first-year students, 78 senior medical students who take the senior anatomy teaching electives (teaching in the first year anatomy course), and ten senior medical students who take the "independent dissecting" electives during their last months before graduation each year. Additional cadavers are utilized by USU fourth year medical students, for demonstration and familiarization training sessions. The fourth year student will then serve as a mentor to the first year student, by demonstrating and identifying any anatomical structure so that the first year student can learn, and improve their knowledge. In order to support the 263 students, the course director seeks a minimum of fifty (50) chemically injected cadavers, to be dissected over the course of seven months, during the academic calendar year. We seek a known vendor source that can provide preserved and pathogen-tested cadavers at a cost savings affordable to USU.

USU, ATL, secondary course of study, Graduate School of Nursing (GSN), Anatomy Cellular Biology, School of Nursing, Gross Anatomy. Each year, approximately 55 USU GSN nursing students are required to take gross anatomy. The course requires the use of twelve (12) whole, preserved cadavers to fulfill the academic objectives. Cadaveric donations enhance participants through careful instruction by anatomists, dissectors, facilitators, and scientists, whom provide demonstration, and techniques to course participants. ATL staff place the cadavers into two ATL bays where students participate in hands on dissection for 50 hours, 25 days, and up to eight weeks of course of instruction.
In addition to the School of Medicine, and the Graduate School of Nursing, the staff of the ATL supports more than 20 surgical residency programs. The courses utilize upwards of fifty (50) cadavers, preserved, fresh, and various anatomical specimens; to include whole heads, for dental and neurosurgical teaching.

Vendor must ensure that each specimen, whole or intact, has been procured through legal manners. These methods must include via a direct donation agreement prior to death, or through unclaimed donations, awarded to state, region, or jurisdiction. Upon request, each vendor must also provide medical health history of each specimen at the request of the University, in the interest of public safety for all faculty and staff that may come in contact with any cadaveric material.

3.0 SCOPE

The contractor will provide specific anatomical material as requested. USU, ATL will provide vendor course documentation, and outline of specific anatomical material to ensure utmost use of anatomical material requested in support of the University, as it host more than 20 specialty courses in the advancement of human medicine. This work will require working with third party contracted mortuary providers, subcontracted for the sole purpose of transportation to and from source of anatomical material. Vendor shall provide specified pricing of each preserved (formaldehyde-based formula) anatomical specimen that meets or exceeds our requirements, specifically:

1. cadaver, (male, or female)
2. Upper/Lower Torso
3. Head/Neck, (whole, or hemi-sected)
4. Internal Organs
5. Upper/Lower Extremity
6. Full Spine
7. Temporal Bone, Whole Brain, Orbit Blocks


3.0 CONTRACTOR REQUIREMENTS
The contractor shall have proven experience and expertise in:
- Funeral Laws and Practices
- Procurement of death certificate vital statistical information
- Anatomical Preparation of Remains
- Chemical Preparation of remains for extended use
- Procurement and dissection of requested anatomical materials
 Whole Cadavers
 Organ dissection
 Cadaveric Disarticulation
 Server hosting process/procedures

4.0 TASKS
The contractor shall complete the following support of the USU anatomical requirements:
Provide continued, supply of human anatomical cadaveric material for the base year and subsequent option years (as course requirements are submitted). Provide anatomical material specimens, organs, and specific requested items, such as upper torso's, lower torso's, heads, limbs, to include or not limited to whole, or semi-sectioned, as required.

5.0 DELIVERABLES
The contractor agrees to provide support during the deliverable dates below, with 10 days' notice:

6.0 PERIOD OF PERFORMANCE & COSTING :

Work and preparation of cadaveric material will be accomplished at vendor's place of business. Delivery will be coordinated through licensed, contracted mortuary providers as previously selected with FOB: Government Pickup.

13. PAYMENT SCHEDULE
The contractor will bill quarterly.

14. NON-PERSONAL SERVICES STATEMENT
Contractor employees performing services under this order will be controlled, directed, and supervised at all times by management personnel of the contractor. Contractor management will ensure that employees properly comply with the performance work standards outlined in the statement of work. Contractor employees will perform their duties independent of, and without the supervision of, any Government official or other Defense Contractor. The tasks, duties, and responsibilities set forth in the task order may not be interpreted or implemented in any manner that results in any contractor employee creating or modifying Federal policy, obligating the appropriated funds of the United States Government, overseeing the work of Federal employees, providing direct personal services to any Federal employee, or otherwise violating the prohibitions set forth in Parts 7.5 and 37.1 of the Federal Acquisition Regulation (FAR). The Government will control access to the facility and will perform the inspection and acceptance of the completed work.

 

 

 

 

EVALUATION

The Government intends to award a single firm-fixed priced (FFP) purchase order to the offeror representing the best value to the Government based on the evaluation factors listed below. Evaluation factors are listed in order of importance, with most important listed first. The Government will conduct a trade-off between price and non-price factors. The Government is not required to award to the lowest priced offeror or the highest technically rated offeror.

The Government reserves the right to award without discussions.

Evaluation Factors (listed in order of importance):

• Technical: Offerors must provide product literature demonstrating the contractor's expertise in the following: funeral laws and practices, procurement of death certificate vital statistical information, anatomical preparation of remains, chemical preparation of remains for extended use, procurement and dissection of requested anatomical materials, whole cadavers, organ dissection, cadaveric disarticulation, and server hosting process/procedures.

At a minimum the product literature must demonstrate how the quoted items meet the required specifications quoted.

Information on delivery lead-time must be included in the quote submission and will be evaluated. The Government reserves the right to utilize technical (i.e, trade magazines) and customer reviews/references, if needed, as part of the technical evaluation for the quoted equipment/supply.

Deadlines:
