CITY OF EUGENE HULT PLAZA WILLAMETTE CONNECTION PROJECT Proposals due 2:30 pm, September 9, 2021 REQUEST FOR PROPOSALS SOLICITATION NUMBER 2022200006 Notice to Proposers Pursuant to ORS 279C.400 and City of Eugene Administrative Order 44-14-08F, Public Contracting Rule (City Rule) 137-049-0650, sealed proposals for Hult Plaza Willamette Connection Project for the City of Eugene will be accepted by the City of Eugene Purchasing Office until Thursday, September 9, 2021 at 2:30 PM. Proposals will be opened imme diately thereafter in a Microsoft Teams meeting and a record of proposals received will be made. Proposals will not be accepted after the Request for Proposals (RFP) closing time and date. Proposals shall be valid for 60 days after opening unless otherwise specified in the specifi cations. This Request for Proposals does not commit the City to pay any costs incurred by any proposer in the submission of a proposal. Project Description In general, work includes CM/GC services for the Hult Plaza Willamette Connection Project. The goals of the project are to reduce physical and visual barriers and improve pedestrian connection and experience in the block of Willamette Street between 6th and 7th Avenue (the Hult Center Plaza area). The total estimated construction budget is approximately $400,000. The goal is to have the project substantially complete prior to the World Athletics Championships Oregon 22 event in July 2022. The City of Eugene will complete a Request for Proposals (RFP) process to select the most qualified CM/GC from among those Offerors submitting proposals according to the requirements of the RFP. When selected, the CM/GC will be a part of a project team composed of the Owner Team, Design Team, CM/GC, and subcontractors and other project consultants as required through the completion of this Project. Pre-Closing Meeting A mandatory Pre-Close Meeting will be held to provide a brief overview of the specifications and answer questions from Offerors on Thursday, September 2nd at 1:00 PM at the Hult Center Plaza, located on the east side of the Hult Center (meet at NW corner of 7th & Willamette). Only primary contractors in attendance will be permitted to submit proposals for this project. Subcontractors and suppliers are not required to attend the meeting. State ments made by the City's representatives at the pre-close meeting are not binding upon the City unless confirmed by written addendum issued under Section II (7.0) of this RFP. Prevailing Wage / Public Works The Contract awarded as a result of this solicitation will become a Public Works contract either when the Contract first constitutes a binding and enforceable obligation on the part of the CM/ GC to perform or arrange for the performance of construction, reconstruction, major renovation or painting of an improvement that is a Public Works or when the CM/GC Contract enters the construction phase, whichever occurs first. The prevailing wage rate in effect at that time shall apply and must be included with the construction specifications for the CM/GC contract, incorporated via written amend ment to the Contract. Contractor will be required to consult the then current BOLI publication, Prevailing Wage Rates for Public Works Contracts in Oregon, and must pay at least the prevailing wage as specified in the document.
