CITY OF EUGENE HULT CENTER CONCOURSE OFFICES Bids Due 2:00:59 pm, December 5, 2019 ADVERTISEMENT TO BID NO. 2020-1005 INVITATION TO BID The City of Eugene will accept sealed bids for the Hult Center Concourse Offices, City Project Number 51156, at the City of Eugene Facility Management Division Office, 210 Cheshire Avenue, Eugene, Oregon until 2:00:59 PM on December 5, 2019, according to the official bid clock at the Facility Management Office. Submitted bids will be opened immediately thereafter and recorded. The City will not accept bids after the closing date and time. First-Tier Subcontractor Disclosure Statement are due on December 5, 2019 by 4:00:59 PM. Office hours are Monday - Friday, 8:30 AM - 12 PM and 1 PM - 5 PM; closed holidays. Hand-delivered Bids will not be accepted when the office is closed. PROJECT DESCRIPTION In general, the Project consists of selective interior alterations at existing usher changing rooms and administrative offices at Concourse Level, as well as selective upgrades to the building HVAC system in those areas, at the Hult Center, located at 1 Eugene Center, in Eugene Oregon. Work includes demolition, concrete cutting, sheet metal framing, openings and glazing, finishes, mechanical, and electrical. PRE-BID CONFERENCE The Pre-Bid Conference will be held on November 22, 2019 at 2:00 PM. Attending the pre-bid conference is mandatory for Prime Bidders. Interested Contractors, Subcontractors, and Suppliers are invited to attend. Meet at the front lobby. Enter at Main Entrance facing 7th Ave. CONSTRUCTION DOCUMENTS Bidding Documents, including Project Manual, specifications, drawings, bidding forms, and sample form of agreement are available for downloading in pdf format from the State of Oregon ORPIN site at http://orpin.oregon.gov/open.dll/welcome Those interested in this project should log in to the State of Oregon ORPIN system and view the solicitation documents, thereby becoming a Bidding Documents Holder. All Plans Centers currently registered under the appropriate commodity codes on the State of Oregon ORPIN site will be notified that documents are available to download from the website and, if they view this solicitation, will become a Bidding Documents Holder on this project. Docu ments in hard copy and CD format are available from the Facility Management Office for Bidding Documents Holders on or after November 18, 2019. Hard copy documents are required to be returned in reusable condition. If hard copy sets of documents are not returned to Facility Management within 14 calendar days of bid opening, the City will invoice Bidders for printing costs. Bidders requiring additional copies for sub-bidders and suppliers may purchase documents from Central Print, in Eugene, Oregon. Notice of available addenda will be issued only to those who are a Bidding Documents Holder in the State of Oregon ORPIN system. Those acquiring documents are responsible to obtain all addenda. PREVAILING WAGE This project is a public works project subject to ORS 279C.800 to 279C.870. BID SECURITY Bidder shall submit a Bid Bond, Certified Check, Cashier's Check, Savings and Loan Secured Check, or irrevocable Letter of Credit issued by a financial institution for ten percent (10%) of the Bid amount plus additive alternates. NON-RESIDENT BIDDERS In accordance with ORS 279A.120, Bidders will be required to indicate on the Bid Form whether the Bidder is an Oregon resident. CONTRACTOR'S REGISTRATION The City will not consider Bids unless the Bidder (Contractor) is registered with the Construction Contractors Board as required by ORS 701. ASBESTOS ABATEMENT Asbestos work is not anticipated. If asbestos conditions are discovered by Contractor, Contractor shall immediately notify City. OWNER'S RIGHT TO REJECT PROPOSALS The City of Eugene may hold Bids for a period not to exceed sixty (60) days from date bids are due for the purpose of reviewing bid documents and investigating qualifications of Bidders prior to awarding Contract. The City of Eugene reserves the right to reject any Bid for good cause upon finding that it is in the best interest of the City to do so.
