Code and Description:  58 – Communications Security Equipment and Components

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.   

Synopsis/Solicitation N0017820RC619 is issued as a Request for Quotation (RFQ).  The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation as indicated in the attached SF1449.  The SF1449 form is being utilized to generate the applicable clauses from the Standard Procurement System. 

This requirement is not eligible for small business set-aside.

The Naval Surface Warfare Center Dahlgren Division (NSWCDD) intends to award on a sole source basis to Herrick Technology Laboratories Incorporated dba HTL with Laptops and Software developed by 3dB Labs Incorporated for the following manufactured products:  Part number HTLx-T210110006, HTLx-T2,  Miniature Quad VHF/UHF/UW Transceiver, Qty. 2.  Part number 910-00230-001, Switched 4 Element 20 MHz-6 GHZ DF Antenna, Qty. 2, Part number 910-00225-001, Fixed Mount DF Interface Cable, Qty. 2 and Part number MONARCH-LT-10G, Monarch Laptop System, Qty. 2.  Herrick Technology Laboratories Incorporated dba HTL is located in Germantown, MD.

The required systems are currently in use for national mission operators.  The introduction of any other manufacturer’s hardware would require building 30 units, significant labor due to the complexity of the software inherent to the system and would require operator training and unacceptable delays to scheduling.  The required acquisition systems are exclusive to Herrick Technology Laboratories Incorporated dba HTL.

Please include shipping/freight cost for FOB destination Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13.  The order shall be firm fixed price.  

All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. At time of proposal submission please submit any historical data as well as published pricing.  Award will be made based on Lowest Price Technically Acceptable.
