The HSI Forensic Laboratory (HSI-FL) is the only U.S. crime laboratory specializing in the scientific authentication and research of travel and identity documents and related issues. HSI-FL provides a broad range of forensic, intelligence, and investigative support services for ICE, DHS, and many other U.S. and foreign law enforcement agencies. HSI-FL currently uses two legacy commercial-off-the shelf (COTS) systems, the Imaged Documents and Exemplars Library (IDEAL) and the Laboratory Information Management System (LIMS) to conduct its operations. IDEAL is a general reference system that is used to manage the variety of documents in the HSI-FL library. IDEAL catalogues and keeps track of all the documents and the system provides an efficient tool to determine if the library has a genuine document exemplar on file to assist in forensics investigations. LIMS is a case management product used to conduct a variety of activities including recording and tracking evidence, preparing reports, and maintaining case related data. The government is in need of a single application to replace both systems. However, appropriate consideration will be given to separate applications as well.
