This notice is provided pursuant to 10 U.S.C 2304(c)(1) and FAR part 6.302-1: the supplies or services required by the agency are available from only one responsible source and no other type of supplies or services will satisfy agency requirements. Extensive market research was conducted prior to the posting this notice and Envigo RMS, Inc. is the only source found to be able to provide the specific mouse strain with the genetic background that influences the growth characteristics of M. leprae in mice foot pads.
The intent of this notice is not to solicit competitive offers. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, interested offerors may submit their capabilities or responses before the closing date and time of this notice to the Government for consideration. A determination by the Government not to compete this proposed contract action is based upon responses to this notice and is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.
