Naval Air Systems Command (NAVAIR) intends to award a Sole Source contract to Collins Aerospace for the procurement, to build and install High Power Transmit System (HPTS) kits on all required E-6B aircraft and associated trainers utilizing the Engineering Change proposal (ECP)/Technical Directive (TD) developed under previous HPTS Modernization NRE, Validation and Verification efforts. This intended procurement will be processed pursuant to the authority of 10 U.S.C.2304 (c)(1), whereby the supplies and services required are available from only one responsible source and no other type of supplies or services will satisfy agency requirements.
