The USDA, ARS, MSA intends to award a sole source procurement to Pickering Laboratories, 1280 Space Park Way, Mountain View, CA 94043-1434, as they are the sole source for this type instrument and software pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy agency Requirements. The award will be for a Pinnacle PCX Sigma Series HPLC post-column derivatization system for analysis of amino acids, carbamates, mycotoxins, and many other applications, including glyphosate analysis. Specifically the purchase includes a Pinnacle PCX 120v Dual Pump 0.5mL Carbamate/Glyphosate component with a dead-head plumbing Agilent AAA/Glyphosate kit, a glyphosate analysis kit, and 2-day installation and training. The Government intends to award a firm fixed price Purchase Order on or about August 17, 2011, using simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:00PM C.O.B. central time, August 16, 2011. Information received will be considered solely for determining whether to conduct a competitive procurement. Required Specifications:

The instrumentation must be a High Performance Liquid Chromatograph (HPLC) post-column derivatization system for analysis of amino acids, carbamates, mycotoxins, and other pesticides, including glyphosate, in water, soil and plant samples. The instrumentation provider should be a respected authority on glyphosate analysis and have a method that is widely accepted in this industry.

The instrumentation must be able to interface with our existing Agilent 1100 series HPLC system and capable of post-column derivatization of glyphosate. The instrument provider must be familiar with our existing Agilent equipment and able to integrate it with their instrumentation to provide for easy, reliable glyphosate analysis. As we are in a service contract with Agilent Technologies for our HPLC, Agilent must be knowledgeable of the provider and assured that whatever they do to integrate the systems will not void the service contract.

The purchase should include all necessary software and hardware for analysis of glyphosate and other pesticides that require post-column derivatization for analysis, as well as installation and training.
