This Notice of Intent is not a request for competitive quotations; however, interested parties may identify their interest and capability to respond to this requirement by 10 A.M. Eastern Standard time, December 15, 2016 to Linda F. Williams via email at [email protected]. A determination by the Government not to compete is based upon responses to this notice is solely within the discretion of the Government. The Government reserves the right to cancel the Sole Source award. The cancellation notice will be posted on FedBizOps.

The Centers for Disease Control and Prevention (CDC) intent to negotiate a sole source 12 month (with one optional 12 month period) contract for safe and secure hotel lodging and meeting space in Sierra Leone , Africa, on or before January 1, 2017. It is critical that CDC staff must have access to the lodging that meets requirements established by the Department of State and to ensure that performance measures will be met to prevent any disruptions and allow the CDC presence to address potential flair ups, special projects or recovery efforts to the Ebola Viral Disease (EVD) epidemic. These services were previously performed under BOA # 200-2015-63007.

There has been significant progress in reducing the spread of the Ebola virus in the three heavily affected countries due to collective efforts by CDC and partners around the world. Ebola eradication is the current goal and ongoing efforts to achieve this are at a critical stage as the Ebola Response efforts shift to recovery and Global Health Security. The three heavily affected countries in West Africa (Guinea, Sierra Leone and Liberia) remain a priority for this agenda.

In order to maintain a stable prescence in Sierra Leone, the CDC requires space for an operational Country Office to support its team based in country and those that are on travel status in a safe and secure work environment.

Due to the nature of this Ebola Viral Disease (EVD) requirement, services are considered to be available from only one source. The Radisson Blu Mammy Yoko Hotel, an U.S. Embassy approved hotel located in the capital of Freetown, Sierra Leone is the only vendor that meets requirements established by the Department of State, Diplomatic Security, Regional Security Office (RSO) and can provide us with these services on an expedited basis.

The proposed contract action is for lodging, sleeping rooms and office space under NAICS 721110; for which the Government intends to solicit and negotiate with only one source under the authority of Other Than Full and Open Competition as authorized under FAR 6.302.

The U.S. Government's requirements are:
• Perimeter control access, with 24 hours guards and routine screening for all visitors for symptoms of Ebola Viral Disease (EVD)
• Safe and secure lodging up to 100 staff
• Office space for approximately 80 workstations
• Office space for 10 to 12 people, for sensitive conversations or private meetings
• Meeting and conference space that can accommodate approximately 100 staff.
• Approximately 1,000 square feet of safe and secure storage for critical supplies and equipment
• Space to park and load 50+ vehicles and store overnight, with a space to accommodate shelter for drivers, with bathroom and air conditioning
• Safe and secure environment for CDC contracted drivers, protected from the elements, with air conditioners, and bathrooms, for approximately 20 drivers

No solicitation is available and telephone requests for information will not be honored. This notice of intent is not a request for competitive proposals; however, the Government shall consider all responses received within fifteen calendar (15) days of this posting using the authority in 5.203 (a) for the acquisition of commercial items. A determination not to compete this requirement is based on market research and is solely within the discretion of the Government. This announcement is not a request for competitive quotations. All interested responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the CDC. Any response to this notice must show clear and convincing evidence that competition of the work required would be advantageous to the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
