The Bureau of Prisons has a future requirement for a Horticulture Program for inmates at the Federal Correctional Complex (FCC) located in Coleman, FL. The North American Industry Classification System (NAICS) Code is 611519 (Size Standard: $7.0 million). The Contractor shall provide an occupational education program to incarcerated offenders at the FCC. The Contractor will provide the most up-to-date technology allowable in the correctional environment for the horticulture field to enhance inmates' post-release employment opportunities. The Contractor shall not be a self-employed individual or individual employed by a post-secondary institution. The contract must be between the FCC and a post-secondary institution, vocational training school or industry-based school. The occupational education program must fall under the provider's umbrella of accreditation and lead to transferrable credits resulting in a college certificate, A.A., A.A.S., or A.S. degree. Industry-accepted certification is also acceptable. Providers must be accredited by a recognized accrediting agency. The government contemplates awarding of an indefinite-delivery, requirements-type contract with firm-fixed unit prices resulting from the future solicitation. The contract period will consist of a 12-month base period with four 12 month option periods for renewal. A government solicitation document to provide these services is being developed and a contract may or may not result. Market Research is being conducted to determine interest and capability of potential sources for this requirement. All information submitted in response to this announcement is voluntary, the government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the government.
