This specification sets forth the requirements for printing, saddle stitching, variable data imaging, and mailing of approximately 3,770,775 copies of a 64 page, self cover, saddle stitched, pamphlet printing in 4 color process.  Each pamphlet includes 1 insert that is folded and perforated to create 2 Business Reply Cards (BRC), printing on the face in four color process and black only on the back.  The BRC(s) must be bound into the text. A minimum of three wafer seals to close the open edge of the book is required.  Quality Level III for printing and binding.  Job delivers FOB Destination and Mails FOB Contractor's City.  Mail complete on or before October 10, 2008
