The Federal Bureau of Prisons, U.S. Medical Center for Federal Prisoners, Springfield, Missouri, intends to make a Brand Name Sole Source award under FAR Part 13.106-1(b) to Energy Conservation Supply Inc., Joplin, Missouri, for a Honeywell Burner Slate System; Vortek Steam Flow meters and Fox Natural Gas thermal meters for three boilers at the U.S. Medical Center for Federal Prisoners, 1900 W. Sunshine Street, Springfield, Missouri. The Honeywell system is the only device that will work universally with all of our existing boiler components requiring a minimal amount of repair time and also allowing for the universal replacement of components in the future. This requirement is time sensitive. Energy Conservation Supply is the territorial authorized dealer for the Honeywell Slate Burner System in the area and thus the only authorized source available for purchase and installation.  In addition, the Vortek and Fox components are a requirement and Energy Conservation Supply is the only vendor capable of making these controls and meters sync together during programming. Award will be a firm-fixed priced purchase order. This acquisition is a 100% small business set aside and FOB destination. Any vendor who believes they can meet these requirements shall provide written notification to the Contracting Officer by January 19, 2017, 12:00 p.m. CST. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed and must show competition would be advantageous to the Government. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice will solely be at the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. If no responses are received, the Government will proceed with the sole source procurement to Energy Conservation Supply, LLC.
