The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Kansas City office intends to negotiate, on a sole source basis, under the authority of Section 4202 of the Clinger-Cohen Act of 1996 and FAR Subpart 13.5 Test program for Certain Commercial Items with Honeywell International Inc., Phoenix, AZ for an avionics service plan for the NOAA Gulfstream IVSP. Honeywell International Inc. is the Original Equipment Manufacturer (OEM) for all of the avionics on board the NOAA Gulfstream IV SP SN 1246. NOAA has had a service protection plan with Honeywell since the aircraft has surpassed the original manufacturer's warranty in 2001. The Honeywell Avionics Protection Plan (HAPP) is an insurance policy that provides replacement avionics parts for the entire Honeywell Avionics installation. Honeywell International Inc. is the only vendor capable of providing this service. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide an avionics service plan for the Honeywell avionics may submit substantiating documentation in writing within ten days after publication of this notice. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government.
