This Statement of Work (SOW) is for the management and development of the INL Community Police and Model Police Precinct (MPP) program. The program has been in existence in Honduras for approximately three years, and was established with the goals of enabling the Honduran National Police (HNP) to establish significantly better relationships with the communities they serve in order to work as a partnership in lowering violence levels and improving citizen security. Thus far the primary tactic employed by the program has been to establish MPP's in carefully selected communities suffering from high levels of violence (particularly homicides) but also having a history of demonstrating a willingness to work in partnerships with the police. The primary components of an MPP are focused and intense training for the officers assigned there, improvements to police installations to include providing construction materials for renovation as well as furnishings and equipment to improve both quality of living conditions as well as overall efficiency, upgrades and repair of patrol vehicle fleets, conducting community improvement projects such as installation of children's playgrounds and community meeting rooms, and sponsoring large-scale community outreach events, normally with a medical brigade component which are promoted as an HNP initiative aimed at supporting the welfare of the community they serve. In addition to the HNP, all program activities are commonly accomplished in partnerships with other GOH institutions such as the Office of Prevention within the Security Ministry, as well as with other U.S. Embassy elements such as USAID and U.S. Army Office of Civil Affairs. As with virtually all assistance programs conducted by U.S. Embassy Tegucigalpa, the ultimate goal is to eventually accomplish self-sufficiency/sustainability by the host nation.

The awardee shall provide procurement, personnel, and administrative support to the Community Policing/MPP program. In addition, the company responding to this SOW shall be responsible for scheduling and managing logistics such as sites and catering for police officer trainings in-country and logistics associated for officers attending training outside Honduras, complex logistics for large community outreach events/medical brigades for up to 20,000 persons, logistics related to the travel of MPP team members, the procurement of additional items for donation to the HNP and to other GOH entities, on a local economy to facilitate day to day operations and these events. This includes but is not limited to purchasing (and repairing) vehicles, construction materials, beds and other furnishings, appliances, office equipment and computers, and other items within the scope of the project as directed by the community policing advisor. In 2015 the program operated solely in the cities of Tegucigalpa and San Pedro Sula, but in 2016 it is envisioned that while the majority of requirements will continue to be limited to those cities, the program will expand to include support to other locations within the Republic of Honduras as required.

The responding company will facilitate operation and development of the community policing program to advance the place based strategy program funded by the Department of International Narcotics and Law Enforcement.
