The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Plum Island Animal Disease Center (PIADC) requires eighteen (18) Holstein cattle in accordance with the requirements set-forth below. This is a combined synopsis/solicitation for commercial items prepared in accordance with the FAR 12.6. This announcement constitutes the only solicitation for this requirement; a separate written solicitation will not be issued. The solicitation and resulting award will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2021-01 The North American Industry Classification (NAICS) Code for this procurement is 115210  and the business size standard is $7.5. This requirement is 100% set-aside for small businesses.

All cattle shall meet the following requirements identified in the attached statement of work (SOW).  

Quotation Format: Pricing for the cattle shall be provided in “per head” format. For the quantity of 18 heifers and including medical papers, health certificate for transportation and transportation to the PIADC, the price for each steer will be: $__________ All quotes shall include the following information on the cover page: • DUNS Number • NAICS Code • Business Size • Contact Name/email address/phone and fax number • Complete Business Mailing Address Award shall be made to the lowest priced, technically acceptable offeror. With price quotation, the offeror shall provide documentation of AAALAC accreditation or USDA class A or B certification, and vendor veterinarian contact information. The Vendor shall issue the required documentation seven (7) days prior to the animals’ departure for PIADC in order for the cattle to be accepted. The AAALAC /USDA Class A requirement mitigates the risk of awarding a contract to vendors that cannot provide healthy animals that are ready to enroll in studies within 5-7 days of arrival on Plum Island. Animals that come from brokers, and on occasion from some Class B vendors, tend to require long acclimation periods and medication for respiratory diseases prior to initiation of studies, all of which cost the government in husbandry and in time delays. Market research has shown that small business is capable of meeting the stated requirement.
