The Naval Air Systems Command intends to issue a Firm Fixed-Price (FFP) modification on an other than full and open competitive basis to Raytheon Space & Airborne Systems, P.O. Box 902, El Segundo, CA 90245-0902.  This effort is for the non-recurring engineering, development, integration, test, and implementation of Enhanced Local Area Processing (ELAP) to the existing Q-29A Forward Looking Infrared system currently being procured for the CH-53E helicopters.  Raytheon is the Original Equipment Manufacturer for the Q-29A.  This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy the agency's requirements.  Raytheon is the only known source with the knowledge, experience, expertise, and proprietary technical data required to successfully perform these tasks.  See Note 22.
