Army Contracting Command - Warren (ACC-WRN) intends to issue a sole source Request for Proposal (RFP) to AM General, LLC, South Bend, Indiana for High Mobility Multipurpose Wheeled Vehicle (HMMWV) M997A3 Ambulances that comply with Automotive Tank Purchase Description 2099. The RFP (W56HZV-17-R-0082) will be sole source in accordance with the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." RFP W56HZV-17-R-0082 is planned result in a 3-year base and two option year, firm-fixed-price, requirements contract with AM General. The contract will procure an estimated 2,800 HMMWV M997A3s to fill United States (US) Army, Army National Guard (ARNG), US Army Reserves (USAR), United States Air Force (USAF), Navy, United States Marine Corps (USMC) and Foreign Military Sales (FMS) requirements. The RFP is expected to be released in the 4th quarter of Fiscal Year 2017. The proposal will be due approximately 30 days after the RFP is release. Contract Award is anticipated in the 2nd quarter of Fiscal Year 2017.

AM General is the only known qualified source for this procurement. The Government possesses a competitive Technical Data Package (TDP) for the basic M997 HMMWV; however, the TDP does not include the contractors proprietary data for the updated armor package, air conditioning system, Automotive Improvement Package (AIP), and Reliability Enhancement Vehicle (REV) components that are integrated into the M997.

The NAICS code for this acquisition is 336992. The inspection/acceptance and FOB points are Origin.

Although it is the Government's intent to solicit and negotiate with only one source, AM General, LLC (Cage Code 0H3G6), all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.

This is a pre-solicitation notice, otherwise known as synopsis. The solicitation pertaining to this notice will not be available for a minimum of 15 days from the date of this notice. Contractors should not call the buyer(s) or procuring contracting officer seeking a copy of the solicitation (or other data) as none will be available until the solicitation is issued. No hard copies of the solicitation will be issued.
