The Huron-Manistee National Forest announces an opportunity for Machine Tree Planting Services for the Huron Shores Ranger District for Fiscal Year 2014. The three project sites are located in Iosco County of Michigan. There are approximately 377 acres to be planted with 411M jack pine seedlings.

Estimated start work date is April 1, 2014 with a completion date of June 1, 2014.

It is the Governments intent to award one or more fixed price contracts but no more than one per line item for three line items.

A pre-proposal meeting is scheduled for 9:00 a.m., EST, on December 17th, 2013. Directions to this meeting are attached.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation.

This solicitation is issued as a Request for Proposals (RFP) and the documents incorporate provisions and clauses in effect through Federal Acquisition Circular 2005-70.

This procurement is a total small-business set aside. The NAICS code is 115310 and the Small Business Size Standard is $7.0M.

Contractors must be registered in the Systems for Award Management (SAM) prior to receiving a contract award. To register, or for more information, go to http://www.sam.gov. This system requires a DUNS number and may take up to 2 weeks to complete registration. It is recommended that contractors register immediately in order to avoid any delays in award.

To be considered responsive, contractors must submit the following:
1. Completed and signed copy of SF1449.
2. Completed Schedule, page 1 of the solicitation, with pricing.
