The Huron-Manistee National Forest is announcing an opportunity to bid on a project to replace the roof at the Chittenden Conifers Building, located on MI-55, Wellston, Manistee County, Michigan. This acquisition is a total small business set-aside. In accordance with FAR Part 36.204(b), the estimated magnitude of construction is between $25,000 and $100,000. The applicable North American Industry Classification System (NAICS) Code is 238160. The Small Business Administration size standard is $14.0 million.


Contractors are required to be actively registered with the System for Award Management (SAM) database.

Bacon-Davis wage rates will apply to this contract.

This IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis, the pending solicitation or any follow up information requests. The solicitation will be posted to the FedBizOpps website on or about March 27, 2014. No hard copies of the solicitation, supporting documents and applicable amendments, if any, will be provided. To receive the entire solicitation package and any applicable amendments, prospective offerors must download them from the FedBizOpps website. Contract estimated completion date is June 30, 2014.

The scope of work is to re-roof the entire Chittenden Conifers Building. The work includes but is not limited to, installing a rubber roof membrane over the entire roof surface (approximately 11,000 sq. ft.), removing and repairing damaged and deteriorated roof layers, and removal and proper disposal of all debris from the site. The contractor shall inspect with the COR all existing conditions of the roof, identify area to be repaired with new decking, insulation, and base underlayment. New roofing materials shall not be installed on defective or rotten members. All exposed roof must be covered every night and in bad weather to protect the roof boards and structure underneath. Contractor must provide for and furnish all labor, superintendence, materials, tools, equipment, transportation, permits, certificates, insurance, temporary protection and other items designated under provisions of this contract necessary to completely roof with new materials.
