The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park NC, intends to negotiate on a sole source basis with Illumina Inc, 9885 Towne Centre Drive, San Diego, CA 92121, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This request is for Sequencing Reagents as follows: 1) FC-401-1001-HiSeq Sequencing Kit (200 cycles) (Qty 11 kits) Provides kitted reagents for up to 209 cycles of sequencing on the HiSeq2000 sequencing system; 2) PE-401-1001-HiSeq Paired End Cluster Generation Kit (Qty 11 kits) Provides kitted reagents for cluster generation on 1 Paired End Flow Cell for the HiSeq2000 sequencing system. Kits to be processed using the Illumina Genome Analyzer System HiSeq2000. Reagents purchased by NIEHS will be used strictly for sequencing samples created at NIEHS within collaboration with UNC. Illumina can be identified as a sole source for the reagents because of the following: 1) No alternative reagents can be used with the existing instrumental platform because of the unique technology used in the Illumina Genome Analyzer System HiSeq2000. 2) The use of Illumina platform is required to assure continuity of research in which considerable amounts of data have been already accumulated using Illumina sequencing. Respond to this requirement by submitting written capabilities/specifications to the Purchasing Agent at the address stated above. This notice of intent is not a request for competitive proposals; however, all responses received with 8 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 8 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Ilumina Inc. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $100,000.
