NSWC, IHEODTD Indian Head, intends to award a contract on a noncompetitive basis to BAE Systems for the following:
This action is to be undertaken in accordance with FAR 13.106 (b) Soliciting from a single source, on the basis that the vendor is the only known source capable of meeting the government’s requirements.
HES 5808 propellant is widely used in CAD/PAD inventory. The propellant will be used in the production of M91, M93, M73, and F-15 canopy remover catapult. The mentioned cartridges were qualified to use the HES 5808 propellant and currently BAE Systems is the only manufacturer of the propellant and owns the Intellectual Property (IP) rights. At this time, there are no feasible alternative because of the high cost and time required to re-qualify these items using an alternative propellant. HES 5808 has been used for over 50 years. Replacing this propellant would increase the life-cycle cost of the end items, which would not be beneficial for the Department of Defense (DoD).
