This solicitation to result in a firm fixed price, definite quantity contract  under FAR Part 12 for Commercial Acquisitions for a total of 18 each for NSN 6830-01-588-2740.  Solicitation will be issued as a 100% Small Business Set-Aside. The following Government owned cylinder shall be furnished for filling, NSN:8120-01-567-9029. The GFP cylinders will be provided in condition code F, requiring refurbishment, paint and stencil  IAW MIL-STD-101. MSDS and OSHA Hazard Warning Label are required and must be reviewed and approved prior to contract award. No option is included.

The following terms apply: FOB Destination, Inspection and Acceptance at Destination. Required delivery is 81 Days After Reciept of GFP.  Quantity variance is plus/minus 0%.  Per Industrial Base Management System (IBMS) review dated 16 September 2011, Surge and Sustainment is not applicable for this NSN.  NSN is not a Critical Safety Item per SAP review on 16 September 2011. 

The final contract award decision will be based upon a combination of price and past performance.  Subcontracting Plan is not required.  Formal cost and pricing data is not required.  EEO clearance is not required as the dollar threshold has not been met.  Progress Payments are not included as conditions at FAR 32.501-2(c) have not been met. Solicitation announcement will be posted on October 7, 2011 with a closing date of November 7, 2011.
