CITY OF OREGON CITY HENRICI RESERVOIR REHABILITATION PROJECT Bids due 2:00 pm, July 19, 2022 INVITATION TO BID CI 21-017 Sealed bids for furnishing all materials, equipment, labor, and services for the construction of the Henrici Reservoir Rehabilitation Project for the City of Oregon City (City), Oregon will be received by Dayna Webb, P.E., City Engineer, at the Oregon City Engineering and Operations Center, 13895 Fir Street, Second Floor, Oregon City, Oregon until 2:00 PM local time on July 19, 2022. Bids received after this time will not be consid ered. All bids received prior to the due date and time will be publicly opened and read on the due date and time at the location bids are received. The project includes: • Erosion control, access road mainte nance, tree removal, and miscella neous demolition and piping removal and aban donment. • Rehabilitate an existing 2.0 MG ground level welded steel reservoir including structural roof reinforcement, roof guardrail extension and other safety measures, miscellaneous appurtenance upgrades and replacements, and interior and exterior maintenance painting. • Furnish and install yard piping modifi ca tions including flexible expansion joints, a new penetration under the reser voir, and a new precast concrete valve vault. • Furnish and install a new hydro dynamic mixing system inside the reservoir. • Replacement of the existing steel reser voir's cathodic protection system. • Other additional work as called for by the Specifications and Plans. A MANDATORY pre-bid meeting will be held on June 29, 2022, beginning at 10:00 AM at the Project Site, 16025 S Henrici Road, Oregon City, Oregon 97045, which is also the location of the reservoir. This Meeting will allow prospective bidders to see the site and ask questions relating to bidding or constructing the work under this contract. If deemed appropriate by the Engineer, questions that cannot be addressed by direct reference to the bidding documents will be the subject of an addendum issued to all plan holders. A BIDDER'S FAILURE TO ATTEND THE PRE-BID MEETING SHALL CAUSE ANY BID SUBMITTED BY THAT BIDDER TO BE DEEMED NON-RESPONSIVE AND THE BID WILL BE RETURNED UNOPENED. Solicitation documents may be obtained from the City's online plan center free of charge at http://bids. orcity.org/. Solicitation docu ments may be obtained by creating a new user account and registering for the project. General information including the planholder list is available to the public without registering. Solicitation documents are also available for review at the Oregon City Engineering and Operations Center, 13895 Fir Street, Second Floor, Oregon City, Oregon, 97045 (Telephone: 971-204-4601), between the hours of 9:00 a.m. and 4:00 p.m., Monday through Friday, except legal holidays. The contract is for public work. Prevailing Wage Rates will apply for this Project. Bidders shall comply with the requirements of those statutes. Special minimum experience qualifi cations apply to portions of this project for Specialty Contractors: • Metal Fabricator & Installer: All welding and metalwork associated with the existing steel reservoir rehabilitation • Tank Painting Contractor: All existing steel reservoir maintenance painting Those Specialty Contractors who are not already listed as pre-qualified by the Engineer in Item 18 of the Section I Instructions to Bidders shall submit to the Engineer a Request for Qualification. The minimum qualifications and submittal requirements are specified in the Statement of Qualifications Forms and must comply in form and content to the forms provided (which follow this Invitation to Bid). Requests for Qualification shall be presented to Engineer no later than the date listed in the Statement of Qualifications Forms. PROPOSALS SUBMITTED WITHOUT LISTING AN APPROVED METAL FABRICATOR & INSTALLER AND TANK PAINTING CONTRACTOR SHALL BE CONSIDERED NON-RESPONSIVE AND SHALL BE REJECTED. Addenda, clarifications, and notices will be distributed through the City's online planholder system. Potential bidders are responsible for ensuring contact information is registered correctly and that email updates are being received and not being sent to spam folders. It is in the best interest of potential bidders to check the website periodically to ensure all updates are received. The City is not responsible for failure of bidders to receive notifications of changes or corrections made by the City and posted as stated above. No bid will be received or considered unless the bid contains a statement by the bidder, as part of their bid, that the provisions of ORS 279C.840 or 40 U.S.C. 276a shall be complied with, a statement as to resident bidder status, and whether the bidder is licensed under ORS 468A.720 (no asbestos removal is contemplated for this project). Prior to submission of its bid, the bidder shall be registered with the Oregon Construction Contractor's Board, and thereafter comply with the requirements of ORS 701.005 to 701.137. Each proposal must be submitted on forms prescribed by the City and accom panied by a certified check, cashier's check, or bid bond in an amount equal to 10 percent (10%) of the total amount bid. The successful bidder will be required to furnish a faithful performance bond and a labor and material payment bond each in the amount of one hundred percent (100%) of the amount of contract. The successful bidder will also be required to furnish a statutory public works bond in the amount of thirty thousand dollars ($30,000.00). Evidence of workers' compensation insurance will be required before the work shall commence. The City will investigate and determine the qualifications of the apparent low bidder prior to awarding the contract. The City reserves the right to reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject all bids, if it is in the public interest to do so.
