Description
National Cancer Institute (NCI), Division of Epidemiology and Genetics (DCEG), Radiation Epidemiology Branch (REB) plans to procure the services described below, on a sole source basis, from the University of California - Davis of 1850 Research Park Dr, Suite 300, Davis, CA, 95618-6153.
The response close date of this notice for this requirement is in accordance with FAR 5.203(a)(1). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 611310 - Colleges, Universities, and Professional Schools.
OBJECTIVE
The aim of the procurement is to conduct a linkage between the Center for International Blood and Marrow Transplantation Research (CIBMTR), the California Cancer Registry (CCR) and vital statistics registry, and the California Patient Discharge Database (PDD) to obtain data on malignancies, treatment, selected non-cancer outcomes, selected patient demographic and clinical variables, vital status and cause of death, as specified below. As part of the linkage, residential histories of CIBMTR patients will be obtained to capture migration data out of the State of California.
SCOPE
The information obtained under this procurement will be used to 1) evaluate the completeness of the CIBMTR data. This includes both the ascertainment of patients who underwent HCT for treatment of hematologic malignancies by the CIBMTR and short- and long-term outcomes after HCT (cause-specific mortality, subsequent malignancies, cardiovascular disease and infections) as collected by the CIBMTR against registry data (gold standard); 2) conduct descriptive analyses of the use of HCT for treatment of hematologic malignancies (e.g., comparisons of the characteristics of hematologic malignancy patients who did and did not receive HCT; 3) describe the incidence of the above-mentioned short- and long-term outcomes among HCT-recipients and to compare this with the incidence of these outcomes among hematologic malignancy patients who have not undergone HCT.
The specific aims of this procurement are to:
1.1 Link the records for all hematologic malignancies from the California Cancer Registry (CCR) data from 1991 to 2016 with the vital statistics registry and the California Patient Discharge Database (PDD).
1.2 Link the CIBMTR data for patients who resided in California at the time of autologous or allogeneic HCT taking place in California during 1991 to 2016 (~32,000) with the CCR, vital statistics registry and PDD.
1.3 Obtain residential histories to determine date of migration out of California for patients who resided in California at the time of autologous or allogeneic HCT taking place in California during 1991 to 2016 (~32,000) through tracing with LexisNexis.
The unique qualifications of the University of California - Davis (UC Davis) to this procurement are: 1) the access to the necessary data, and 2) the established, unique expertise for conducting the necessary linkages (demonstrated by peer-reviewed publications) between the Central Cancer Registry (CCR) and the California Patient Discharge Database (PDD).
The CCR, maintained by the UC Davis, has a unified database of cancer data for the entire state of California that includes the specific variables required to conduct the linkage with both the CIBMTR file and the PDD database. Furthermore, the CCR data have already been linked with the state's vital statistics registry, and the CCR has an existing contract with LexisNexis to enable tracing of all CCR patients to evaluate whether they have emigrated from California during the study period. The UC Davis will provide the REB with a merged, linked datafile that is necessary for evaluating the completeness of late effects data in the CIBMTR. Leading studies of treatment-related subsequent malignancies and other late effects in this patient population is a high priority for the REB, building on the REB's long-standing expertise in this area of research. Evaluation of the robustness of the CIBMTR late effects data collection is critical for determining the optimal design for future studies in this research area. For the aforementioned reasons, UC Davis is the only known source to NCI that can complete this requirement.

This notice is not a request for competitive quotation.
