1. Contracting Activity:

US Army Corps of Engineers, Sacramento District, (Hydrologic Engineering Center, 609 Second St., Davis, CA. 95616).

2. Description of Action.

The purpose of this contract is to provide the Institute for Water Resources, Hydrologic Engineering Center (HEC) with software maintenance, development, and configuration support for water quality modeling in HEC-WAT via the CE-QUAL-W2 and HEC-RAS plug-ins.

3. The rationale or circumstances for limiting competition.

Per FAR 6.302-1, contracting officers may solicit from one source if the contracting officer determines that is only one responsible source and no other supplies or services will satisfy agency requirements. Resource Management Associates (RMA) has been the on the HEC-WAT CE-QUAL-W2 development team since inception. Their high level of understanding of the computational code is specific to RMA's proprietary capabilities and no other contractor is able to provide these services.

4. The statutory authority permitting other than full and open competition.
The Services Acquisition Reform Act of 2003 (41 U.S.C.§428a) as implemented by FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

5. Market Research (MR)

Due to RMA's continuous history of integral involvement of the source code for HEC-WAT CE-QUAL-W2 and HEC-RAS, RMA is the only choice for this solicitation. Again, their high level of understanding of the computational code is specific to RMA's proprietary capabilities and no other contractor is able to provide these services.
