The Hurst-Euless-Bedford Independent School District (HEB ISD) is soliciting requests for proposals for CSP #24-10 HEB ISD SUMMER 2024 LARGE KITCHEN EQUIPMENT per the Specifications/Scope of Work stated elsewhere in this solicitation document. Proposals will be received electronically until 2:00 PM, April 29, 2024 through the District’ e-Bidding system. Prices will not be read, nor disclosed in any other manner until the award is made. The HEB ISD Summer 2024 Large Equipment Bid is an All-Or-Nothing Bid, with ONE (1) Kitchen Equipment Contractor (KEC) being awarded the ENTIRE Bid. Sealed bids MUST be submitted 100% complete, with zero exclusions, per defined quantities and written specifications. Incomplete or tardy bids will not be considered. The successful Kitchen Equipment Contractor (KEC) MUST hold their bid pricing until 8/31/2024. In determining how to award a contract or contracts in conjunction with the CSP, the District shall follow the Texas Education Code §44.031 (b) as the primary Evaluation Criteria, as listed below: 1.0 The purchase price - 45 Points 2.0 The reputation of the vendor and of the vendor's goods or services - 15 Points for this criterion as allocated below: a. The respondent’s demonstrated competence and experience with similar type goods or services for districts and/or public entities (10 Points) b. The respondent's knowledge of Large Kitchen Equipment and installation, as well as other related fields that may be applicable to the District (5 Points) 3.0 The quality of the vendor's goods or services - 20 Points for this criterion as allocated below: a. The soundness of the respondent’s approach to serving as a turn-key provider of Large Kitchen Equipment (10 Points) b. The qualifications, education, and experience of the team members proposed to provide services under this process (10 Points) 4.0 The extent to which the goods or services meet the district's needs - 15 Points 5.0 The vendor's past relationship with the district - 4 Points 6.0 The impact on the ability of the district to comply with laws and rules relating to historically underutilized businesses - 0 Points 7.0 The total long-term cost to the district to acquire the vendor's goods or services - 0 Points 8.0 For a contract for goods and services, other than goods and services related to telecommunications and information services, building construction and maintenance, or instructional materials, whether the vendor or the vendor's ultimate parent company or majority owner: (A) has its principal place of business in this state; or (B) employs at least 500 persons in this state; and 9.0 Any other relevant factor specifically listed in the request for bids or proposals - Pass/Fail
